墨尔本讯 — 维多利亚州政府近日宣布一项全澳首创的房地产改革,将要求所有计划通过拍卖或固定日期出售的房产,在拍卖前至少七天向市场披露保留价(reserve price),否则不得挂牌出售。
所谓保留价,即卖家愿意接受的最低成交价。此前,部分中介通过公布远低于预期售价的“参考价”,吸引大量买家参与竞拍,造成最终成交价远高于指导价。这种低报报价行为不仅浪费购房者时间和检查成本,也引发公平性争议。
新规要点包括:

提前披露底价:房地产经纪必须在拍卖或固定日期出售前至少七天公开房屋保留价,所有营销材料须如实反映该价格。

违规禁拍:未按时披露保留价的房屋将被禁止进入拍卖或销售流程。

立法时间表:该法律预计将于明年提交议会审议,并计划在通过后正式实施。
维州消费者事务部长尼克·斯泰科斯(Nick Staikos)在发布会上表示,这项改革是为了让住房市场更公平,“低报价格不公平,最终承担代价的是年轻人和家庭。提前披露底价可以让潜在买家不必浪费时间在根本无法承担的房产上”。他强调,政府将在现有的打击低报报价工作基础上继续加强执法。
不过,业内意见并不一致。维州房地产协会(REIV)认为政府的做法“矫枉过正”,可能损害卖家利益,呼吁在提高价格透明度的同时兼顾卖方权益。维州反对党领袖杰丝·威尔逊(Jess Wilson)也质疑新规对住房可负担性无实质帮助,认为公开保留价并不能使房价更亲民。绿党则支持改革,但建议进一步要求从房屋上市伊始就公布保留价,以从根源上遏制虚假报价。
业内人士指出,这一制度一旦落实,买家将能够在拍卖前更准确评估预算,减少因低报报价导致的“空欢喜”。但他们也担心部分中介可能转向“征求意向报价”(expression of interest)等不需公开保留价的销售方式。
维州政府表示,将配套加大执法力度,确保中介机构严格遵守新规,并持续评估其效果。政策支持者认为,这将进一步推动房地产市场透明化,使买卖双方在交易前拥有更对等的信息。
